In a pan, add the minced garlic to the fish, add salt, cumin, pepper and the lemon juice then stir till the fished becomes well flavored. Dip the fish into the eggs then cover it with the breadcrumbs. Fry in hot oil, then drain well.
For the rice:
Heat oil in a pan and add the onion, shrimps, salt, pepper and turmeric then stir well. Add the water and leave to simmer, then add the basmati rice and stir well. Lower the heat and cover till it is cooked.
In the serving plate put the rice with shrimps over the fish and serve with Tahina El Rashidi El Mizan.
For the Tahina:
Add Tahina El Rashidi El Mizan, minced garlic, salt, cumin, pepper and vinegar and mix well.
